Earned Value Management Solutions for e-Government
The U.S. Office of Management and Budget (OMB) requires
agencies in the federal executive branch to establish and implement a
documented agency policy for using Earned Value Management (EVM) and
performing operational analyses for major information technology (IT)
investments. This is part of the Expanded Electronic Government
initiative in the President's Management Agenda.

Successful EVM Experience in Department-Wide
Support
Jim Kendrick, president of the P2C2 Group, served as the
principal consultant for implementing an enterprise-wide EVMS solution
for a Cabinet-level Department. The Earned Value Management solution
was reviewed and accepted, and it contributed to the Department's being
one of only four Cabinet-level departments to achieve a score of
"green" for Financial Performance (9/30/2004). The P2C2 Group
performed the EVMS planning as a subcontractor to Cornet Technology,
Inc.
In support of the Earned Value solution, Kendrick prepared an EVMS
requirements analysis, a gap analysis to determine alignment with the
32 criteria of Standard 748, a cost benefits and alternatives analysis,
COTS software recommendations, a project management plan, a Plan of
Action & Milestones (POA&M), a User Guide, a draft policy
memorandum, a determination of EVMS requirements for the to-be core
financial system, and an evaluation of the initial rollout. The policy
included required guidance for contract language, provided by the
Department's Chief Procurement Executive. Kendrick participated in the
initial rollout of the Earned Value Management System using a
combination of MS Project, wInsight, and eCPIC COTS software. However,
COTS solutions are customizable to the unique environment and business
practices of each federal department. Ongoing Earned Value
Management support was provided by the prime contractor, Cornet
Technology.
