OMB 300s ONLINE
As of February 27, over 600 Exhibit 300 documents were available
online, as required by the Office of Management and Budget (OMB). The
P2C2 Group has downloaded them all and found varied content: ranging
from hollow shells with little information to fairly robust and
informative documents.
What Can You Do with Them?
The P2C2 Group is already making productive use of the online Exhibit
300 library. We have found opportunities for:

Identifying similar IT projects
where agencies could share, collaborate, or enter into cooperative
agreements

Finding candidates for case studies
that can provide valuable technical and business information—and
lessons learned—for new projects

Comparing performance metrics used
for similar types of capital investments

Evaluating component budget costs
and FTEs for cost and alternatives analysis

Using a combination of budgets and
performance metrics to determine unit costs and the value of benefits
for Cost Benefit Analysis

Analyzing Operations and Maintenance
costs for similar types of IT investments.
What Can’t You Do with Them?
Availability of the OMB 300s online doesn’t provide a cut-and-paste
solution for developing or managing IT projects. First, the online
versions are all redacted—with significant data missing even from the
most robust versions available. Second, the information will not solve
the challenges of:

Defining which investments will best
advance your enterprise’s strategic plan

Determining how to leverage your
existing IT investments and Enterprise Architecture
-
Making investment decisions about
which projects to include in your investment portfolio
-
Identifying which alternative works
best for your organization and stakeholders

Achieving good project management,
EVMS results, acquisition efficiency, information security, and risk
mitigation.

Online
OMB requires agencies to post abbreviated Exhibit 300s at their agency
